For much of this time, he was in charge of training the horses and officers of the Maryland National Park Police, preparing them for crowd control, event security, executive protection, daily patrol, and mounted police competition. Sergeant Pelicano was in charge of training mounted security for the equestrian venue at the 1996 Olympic Games in Atlanta.
